Purpose and Scope:
The Reliability Centered Maintenance (RCM) Engineer for the Kennedy Propellants and Life Support Services (KPLSS II) program plays a lead role in the identification, tracking, investigation, and resolution of non-conformances affecting facility systems at NASA’s Kennedy Space Center (KSC) FL. This position ensures that all assigned systems maintain the highest standards of performance, reliability, quality, and safety by driving rigorous non-conformance management processes across maintenance and operational activities. A core responsibility of this role is to proactively detect, document, assess, and eliminate conditions of non-conformance through structured risk and reliability methods.
Essential Responsibilities:
- Systematically identifying deviations, failures, or performance gaps using RCM, Predictive Testing & Inspection, and other diagnostic tools.
- Applying techniques such as FMEA, FTA, and root cause analysis to determine the origin, severity, and recurrence risk of potential or actual non-conformances.
- Prioritizing non-conformances based on operational risk and mission impact. Developing and coordinating corrective and preventive actions, ensuring they are effectively implemented, validated, and closed.
- Tracking non-conformance trends to identify systemic issues and recommending long-term improvements to maintenance processes and system design.
- The RCM Engineer provides technical direction and oversight to technicians, engineers, inspectors, contractors, and operations personnel in the detection, troubleshooting, and correction of non-conformances and equipment deficiencies. This may include real-time direction during test operations or in roles such as console operator for critical systems (electrical, HVAC, heavy equipment, fluids, and other essential utilities).
- Leading failure investigations, documenting results, preparing reports, and monitoring closure of all associated corrective actions.
- Strengthening a culture of non-conformance accountability and RCM principles across all maintenance levels.
- Integrating advanced Predictive Testing & Inspection technologies to minimize non-conformance events and reduce long-term maintenance costs.
- Ensuring safe practices and regulatory compliance in all operational activities, from design and procurement through system activation and daily use.
- Conducting or reviewing technical analyses—thermal/electrical loads, fluid dynamics, structural assessments, operational compliance, and others—and ensuring they align with non-conformance prevention goals.
- Preparing or reviewing technical documentation, specifications, activation requirements, safety analyses, and training materials for assigned systems.
- Providing project coordination, scheduling, and status reporting to Amentum, NASA, and partner contractors.
- Maintaining adherence to OSHA, EPA, DOT, Armed Services, and NASA standards, and participating in safety/environmental programs aimed at reducing operational risks and resource consumption.
Minimum Position Knowledge, Skills, and Abilities Required:
Bachelor’s degree in an engineering discipline and five years of experience in facilities or utilities maintenance (or equivalent education/experience). Strong working knowledge of Computerized Maintenance Management Systems (CMMS). Demonstrated expertise in Reliability Centered Maintenance (RCM) program elements. Ability to interpret complex engineering data, analyze system performance, and communicate technical and budgetary information effectively. Strong written and verbal communication skills. Ability to travel as needed. Position may require the ability to pass and maintain a Security Clearance. Must be able to successfully pass a National Agency Check with Inquiries (NACI). US citizenship is required for restricted area access. A driver's license is required to independently travel onto and around KSC property.

Work Environment, Physical Demands, and Mental Demands:
Most positions involve work typical of office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting with occasional use of computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Some positions involve work in environments where mechanical equipment, is being installed, tested, analyzed/monitored, operated, and/or maintained. Equipment may be loud and noisy or have exposed moving components. Such positions may involve routine lifting up to 50 pounds, regular handling, grasping, kneeling and carrying, and constant use of vision and mental alertness is required.
