Northrop Grumman Strategic Communications System (SCS) Division has an opening for a Manager Programs 3, to join our team of qualified, diverse individuals. This position will be located in Melbourne, Florida.

Primary responsibilities for this position include but are not limited to:

  • Report to the SCS Vice President, Program Management.
  • Oversee and manage a Capture Program to include the establishment and ongoing maintenance of the overall strategic rhythm to create a productive management cadence that ensure the visibility of our critical development and ensure all Capture milestones are achieved on time.
  • Establish top-level risks, issues and critical actions are being addressed down into the organization and that performance dashboards are created for transparent visibility from programs up through sector and corporate.
  • Address visibility of the growth pipeline for the division in direct collaboration with Strategy & Business Development (S&BD) as the functional leader for ensuring prioritization of these opportunities through the Business Acquisition Process (BAP) Gate Review process.
  • Support the top-level development of strategies in alignment with the programs to create ADD-level Long Range Strategic Plan (LRSP), Annual Operating Plan (AOP) and the corresponding investment requirements needed, e.g. Capital, Indirect and Non-Contractual Technical Activity (NCTA).
  • Role will entail special assignments on areas of critical importance to include, but not limited to critical staffing assessment and visibility metrics, employee engagement survey analysis and coordinated action plan development with the IPTs, operational efficiency, etc.

The ultimate goal is to produce a competitive, compliant, and compelling proposal that wins the award. In addition, this role drives a horizontal and vertical integration action between the Programs and Functions to ensure the health of our people, processes and tools are being addressed in our programs.

Basic Qualifications:

  • Bachelor’s Degree and 10 years, or Master’s and 8 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries
  • Experience leading and growing teams in a dynamic work environment
  • Experience working with Suppliers & Subcontractors: The ability to identify, select, direct and manage subcontract and supply chain elements of the program in a manner that supports program goals and company strategy.
  • Demonstrate understanding of Risk & Opportunity: The ability to address program uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program.
  • Demonstrated experience in Communications: The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs
  • Program Integration: The ability to identify, orchestrate, coordinate and controls the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.
  • Experience in Capture Environment: Insight into customer technical and business (financial, political, cultural) requirements and the ability to shape customer expectations with a solution that satisfies their needs and is advantageous to the company.
  • DoD Secret Security Clearance with the ability to obtain and maintain a DoD Top Secret Security Clearance and Special Program Access in a reasonable amount of time as determined by business needs.

  • Working Knowledge of Northrop Grumman Web Based Reporting System
  • Proven experience managing a team in a dynamic work environment
  • Ability to develop relationships and operate in a collaborative team environment
  • Experience with Sustainment and Modernization Programs
  • Experience in coordinating information technology, facilities and Security support efforts

Primary Level Salary Range: $166,700.00 - $250,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
