Job Posting: Operations Maintenance Delivery Manager

The Operations Maintenance Delivery Manager is responsible for directing, coordinating, and continually improving all roadway and facility maintenance activities delivered through the Operations Center. This position manages the execution of the Asset Maintenance (AM) Program, leads teams of contract managers and inspectors, ensures that maintenance activities meet operational, safety, and performance requirements, and oversees the quality and compliance of contractor work. The Manager is accountable for driving efficiency, maintaining high service standards, supporting operational continuity, and ensuring that roadway and facility infrastructure remain safe, reliable, and fully operational.
Key Responsibilities
Leadership & Team Management
- Lead, supervise, and mentor contract managers, inspectors, and field personnel responsible for roadway and facility maintenance delivery.
- Coordinate daily operational activities within the Operations Center to ensure seamless maintenance planning, execution, and reporting.
- Promote a culture of safety, accountability, service excellence, and continuous improvement across all maintenance teams.
Asset Maintenance Program Oversight
- Manage and administer the Asset Maintenance (AM) contract, ensuring contractor performance aligns with contract requirements and operational standards.
- Oversee routine and periodic maintenance activities, verifying that work meets quality, safety, and compliance benchmarks.
- Serve as the primary operational authority for interpreting maintenance specifications, performance criteria, and inspection standards.
Contract Compliance & Performance Management
- Enforce all contractual obligations and ensure adherence to scope, safety requirements, performance measures, and documentation standards.
- Lead the administration of the Asset Maintenance Performance Evaluation Report (AMPER) program, including evaluations, scoring, corrective actions, and contractor coordination.
- Track contract budgets, monitor expenditure, and ensure fiscal accountability.
- Review, validate, and approve monthly invoices and supporting documentation.
Field Operations, Inspections & Quality Assurance
- Direct and perform field inspections to verify contractor work quality, safety compliance, and conformance with approved standards and specifications.
- Oversee Quality Assurance Reviews (QARs), prepare formal inspection reports, photographic documentation, and follow-up communications.
- Conduct inspections for acceptance of completed Construction projects for final acceptance and turn over to Maintenance and Facilities operation.
- Manage inspection and verification efforts for facility systems—HVAC, electrical, plumbing, generators/ATS, UPS systems, roofing, and general building infrastructure.
- Provide maintenance-related technical review of construction plans for proposed roadway and facility projects.
Project & Maintenance Delivery Management
- Lead periodic maintenance projects including scoping, estimating quantities, preparing input for contract packages, and coordinating project execution.
- Monitor project progress, resolve field issues, and ensure delivery to required specifications and timelines.
- Identify operational risks and implement improvements to streamline workflows and enhance program effectiveness.
- Complete field assessments and review all relevant sources of evaluation to identify and compile a complete work program needs assessment for meeting minimum maintenance thresholds or improvement of characteristics as required.
Emergency Preparedness & Response
- Serve as essential emergency response staff for severe weather events, roadway incidents, and operational disruptions.
- Perform incident assessments, coordinate resources, and support recovery operations to restore normal operations.
- Participate in an on-call rotation, responding promptly to notifications from the Operations Center.
Required Skills & Competencies
- Demonstrated leadership abilities managing contract managers, inspectors, or maintenance teams.
- Strong knowledge of roadway and facility maintenance operations, inspection practices, and contract compliance.
- Ability to interpret construction plans, specifications, codes, and operational standards accurately.
- Proficiency in Microsoft Office applications; CMMS experience preferred.
- Excellent verbal and written communication skills, including the ability to prepare formal reports and professional correspondence.
- Strong analytical judgment, problem-solving abilities, and decision-making skills under pressure.
- Ability to balance field responsibilities with administrative duties in a dynamic operational environment.
- Valid Florida Driver’s License and ability to work extended hours in field environments.
- Minimum 5 years of experience in roadway or facilities operations & maintenance, with at least 1 year of direct contract oversight responsibilities.
- Experience performing inspections, QA/QC reviews, and contractor performance evaluations.
- Ability to work in both office and field settings.
- Ability to work on-call and respond immediately when contacted.
- Proficiency in English (verbal and written).
- Working knowledge of facility systems (HVAC, generators, electrical, roofing, etc.) and roadway maintenance practices.
- Ability to assess compliance with FDOT standards, safety requirements, and maintenance specifications.
Ideally, here’s what you will also have:
- College degree in a related field.
- Florida Maintenance of Traffic (MOT) certification.
- OSHA 30-hour certification.
- ADA code familiarity.
- Previous experience working with FDOT or similar transportation agencies.
