Job Description
The Global Trade Compliance Director serves as the senior trade compliance leader for the Communications & Spectrum Dominance (CSD) segment, providing strategic direction and operational oversight across all trade compliance functions. This high-impact leadership role reports directly to the VP, General Counsel of CSD, with a functional reporting relationship to the Senior Director of Global Trade Compliance for L3Harris.
The Global Trade Compliance Segment Director will lead and develop a team of approximately 90 trade compliance professionals, overseeing all trade compliance matters across the Communications & Spectrum Dominance (CSD) segment. This leader will drive the development, implementation, and enforcement of trade compliance policies, processes, and procedures while advising senior leadership and business stakeholders on the interpretation and application of U.S. Government export and import regulations. Working cross-functionally with Global Trade Licensing, Operations & Training, and Customs teams, this individual will design and execute compliant business solutions — including licensing guidance, commodity classification, and required documentation for the physical movement of goods. Additionally, this role will partner closely with international business development teams to ensure trade compliance considerations are integrated into the pursuit of global sales opportunities.
Essential Functions:
- Serve as the segment's Empowered Official, developing and continuously improving trade compliance processes, proactively assessing the segment's compliance posture, and driving a culture of regulatory excellence
- Lead, engage, and empower the CSD Trade Compliance team to operate as a high-performing, collaborative unit within the broader L3Harris Global Trade Compliance organization
- Foster a transparent, positive, and inclusive culture across both the CSD trade compliance team and the larger corporate GTC organization
- Partner directly with Business Development, Program Management, Operations, Engineering, and other key functions to ensure trade compliance strategy is embedded in critical business pursuits from the outset
- Continuously refine team procedures to ensure revenue-critical licenses and commodity jurisdiction (CJ) determinations are completed in alignment with segment and sector financial objectives
- Represent CSD Trade Compliance in all relevant briefings and meetings, including global trade licensing discussions, LO/CLO Tri-Service Committee approvals, and USG enforcement matters
- Support the timely and accurate completion of all investigations and compliant reporting of any violations of USG trade laws and regulations
- Lead trade compliance due diligence for all mergers, acquisitions, and divestitures
- Collaborate with Corporate Security and the Office of General Counsel on all USG enforcement activities and suspicious international transactions
- Support internal monitoring and audit activities across divisions and subsidiaries to assess and strengthen compliance posture
- Track and monitor all Foreign National employees within domestic divisions and subsidiaries
- Ability to obtain a US Secret Security Clearance
- Ability to travel domestic and international 10-15%
Qualifications:
- Bachelor's Degree with 15 years prior experience, Graduate Degree with 13 years prior experience. In lieu of a degree, minimum of 19 years of prior related experience.
- Minimum 5 years of experience leading and developing high-performing teams
- Minimum 10 years of hands-on experience with the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
